I had an idea or addition to your policy that I think would work well. If we are to make tobacco illegal, then that means there will be no more tobacco companies able to produce tobacco, legally. Shutting the companies down would mean that they have no more income. All of the income that they have after being shut down, could potentially be used to help people with funding of buying nicotine patches or some sort of a program to stop smoking. In order to get these funds though, they would need to apply and explain why they believe they need the help/money. In some cases people might have enough money to do so on their own while others would be able to get help from the tobacco companies revenue that they had been paying into for how many years of their life.
